Sir:-
With reference to my letter of the 19th instant
I am directed by Secretary Sir E. Grey to transmit to
you, to be laid before Mr. Secretary Harcourt, the
accompanying copy of a note from the United States
Ambassador respecting the date of the meeting of the
proposed Opium Conference.
I am to state that Sir E. Grey proposes, subject
to Mr. Harcourt's concurrence, to inform the Nether-
land Minister that if, on learning definitely from
the German, French, Japanese and Portuguese Govern-
ments that they will be able to comply with the pro-
posals of His Majesty's Government before the end of
the year, the Netherland Government desire to re-
consider the view expressed in Baron Gericke's note
of the 15th instant, His Majesty's Government will
themselves be prepared to take part in the Conference
Under Secretary of State,
Colonial Office.
